The inquiry report said that although MCD and fire department officials had earlier noticed the violation of rules, no action was taken. The magisterial probe has also blamed the IAS Study Circle. The report handed over to the Revenue Minister has made several revelations.The owner and management of Rao Coaching Center were also liable for criminal negligence by indulging in dangerous misuse of the basement without regard for the lives of the students, the report said. The report revealed that MCD and fire department officials had noticed the violation of rules in the building earlier but did not take any action. 15 people including students and officials of various departments were questioned in the investigation. MCD did not remove the encroachment from the canal here. On the other hand, the fire department also failed to mention the misuse of the basement of the building as a library to the MCD during the inspection on July 1 this year.
